APPOINTING THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT DIRECTOR AS THE PUBLIC RECORDS OFFICER

WHEREAS, Second Substitute House Bill 1758, which was passed by the 2005 Legislature (Chapter 483 of the Washington Laws of 2005), adds a new section to the Washington State Public Disclosure Act (currently Chapter 42.56.040 RCW), requiring that all state and local government agencies “appoint and publicly identify a public records officer whose responsibility is to serve as a point of contact for members of the public in requesting disclosure of public records and to oversee the agency’s compliance with the public records disclosure requirements” under Washington law, and

WHEREAS, It has been determined that the appropriate party to be the public records officer for Columbia County Rural Library District is the Library Director or designee;

NOW, THEREFORE BE IT RESOLVED, THE BOARD OF COLUMBIA COUNTY RURAL LIBRARY DISTRICT, DOES RESOLVE AS FOLLOWS:

Section 1. Pursuant to Chapter 483, section 3 of Washington Laws of 2005, the Columbia County Rural Library District Director or designeé is hereby designated as the public records officer for Columbia County Rural Library District, Columbia County.

Section 2. The person to whom members of the public may direct requests for disclosure of public records of Columbia County Rural Library District and who will oversee the Library’s compliance with the public records disclosure requirements of the public disclosure laws of the State of Washington as now or hereafter amended (currently in Chapter 42.56.040 RCW is:

 Section 3. Notice of the designation of Columbia County Rural Library District’s public records officer shall be made in a manner reasonably calculated to provide notice to the public of such designation, said notice to include, but not be limited to, the following: posting at the libraries and posting on the Library’s Internet Web site.

BE IT FURTHER RESOLVED, that this designation shall be recorded with the Columbia County Auditor’s office.

Re: Resolution In the Matter of Amending the 2008 Budget for the Columbia County Rural Library District for various Current Expense funds and Current Revenue.

WHEREAS, the Columbia County Rural Library District received an LSTA Indirect Federal Grant from the Washington State Library for the 2007 Washington Rural Heritage Grant project in the amount of $4600; and

WHEREAS, it is deemed necessary to amend the 2008 budget with addition of grant funds from otherwise un-appropriated funds; and

WHEREAS, un-budgeted revenue was received as follows:

RE: Setting mileage Reimbursement Rate

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the Washington State Office of Financial Management sets the reimbursement rate for mileage for Washington State, and

WHEREAS, the Board of the Columbia County Rural Library District believes that the Washington State rate is a fair and equitable amount for mileage reimbursement and would like to set Columbia County Rural Library District employees and trustees mileage reimbursement rate at the same amount whenever the Washington State Office of Financial Management increases or decreases the optional standard mileage rate for a private owned vehicle;

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to pay the current Washington State Office of Financial Management reimbursement rate per mile for mileage reimbursement effective July 24, 2008 and that this resolution rescinds and supersedes any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the mileage reimbursement rate may change at anytime during the year depending on when the Washington State Office of Financial Management increases or decreases the optional standard mileage rate for private owned vehicle.

WHEREAS, the Board of Trustees of Columbia County Rural Library District has met and considered its budget for the calendar year 2009; and

WHEREAS, the Board of Trustees of Columbia County Rural Library District after hearing and after duly considering all relevant evidence and testimony presented, determined that Columbia County Rural Library District requires a regular levy which includes an increase in property tax revenue from the previous year plus amounts resulting from the addition of new construction and improvements to property and any increase in the value of state-assessed property, and amounts authorized by law as a result of any annexations that have occurred and refunds made, in order to discharge the expected expenses and obligations of the district and in its best interest; now, therefore,

BE IT RESOLVED by the Columbia Country Rural Library District Board of Trustees of Columbia County Rural Library District that an increase in the regular property tax levy is hereby authorized for the 2009 levy in the amount of $1,515 which is a percentage increase of 1.06% from the previous year.

This increase is exclusive of additional revenue resulting from the addition of new construction and improvements to property and any increase in the value of state assessed property, and any additional amounts resulting from any annexations that have occurred and refunds made.

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT, COLUMBIA COUNTY, WASHINGTON INCREASING MEDICAL EMPLOYER PAID BENEFIT FROM $504 TO $538 PER MONTH

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the medical insurance has increased and that the employer paid benefit for medical insurance needs to increase for Columbia County Rural Library District employees from $504 to $538 per month based upon a full-time position, and

WHEREAS, The Board of the Columbia County Rural Library District believes that the employer paid medical benefit of $538 per month is fair and equitable, the Library Board of Trustees would like to set the Columbia County Rural Library District Employees’ employer paid medical benefit at $538 per month for a 38-40 hour position; $404 for a 30-37 hour position (75% of $538); and $323 for a 25-29 hour position (60% of $538), and

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to pay employer paid medical benefits at $538 for a 38-40 hour position; $404 for a 30-37 hour position; and $323 for a 25-29 hour position effective for the January 2009 benefits and that this resolution rescinds and supersedes any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the medical employer paid benefit may only be changed at the beginning of the year, provided that said rate is within budgetary limits and in accordance with Columbia County Rural Library District Board of Trustees resolution.
