Resolution 2013-1

Re: Resolution In the Matter of Amending the 2013 Budget for the Columbia County Rural Library District for Current Revenue and Current Expense funds.

WHEREAS, the Columbia County Rural Library District’s tax collection for 2013 is certified in the amount of $284,512; and

WHEREAS, the 2013 final budget approved November 19, 2012 did not include all fee collections, it is deemed necessary to amend the 2013 budget due to an increase in state assessed value resulting in additional revenue of $1316 for a total amount of $284,512 instead of $283,196 as approved in November, 2012.

WHEREAS, un-budgeted revenue was received an adjustment will be made in revenue as well as expenses as follows:

NOW, THEREFORE, BE IT HEREBY RESOLVED, that Columbia County Rural Library District Board of Trustees duly advertised the public budget amendment hearing, which was held on January 21, 2013, and hereby direct those funds to be allocated accordingly.

PASSED AND ADOPTED by the Columbia County Rural Library District Board of Trustees, this 21st day of January, 2013.

Resolution 2013-2

RE: RESOLUTION OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT BOARD OF TRUSTEES, COLUMBIA COUNTY, WASHINGTON, UPDATING A SUBSTANCE ABUSE: "NO TOLERANCE" POLICY

WHEREAS, in order to ensure and maintain a drug free workplace, Columbia County Rural Library District; hereby, prohibits and does not tolerate the possession or use of alcohol, illegal drugs, or legal marijuana at any time when an employee is scheduled to be at work or anywhere within Columbia County Rural Library District facilities or its properties, or in a vehicle (personal or county-owned) that is being used by an employee during work related hours or going to library related functions;

WHEREAS, Columbia County Rural Library District prohibits employees from the unlawful manufacturing, possession, distribution, dispensing, and/or use of alcohol, legal marijuana, or controlled or illegal substances, including precursor substances defined by RCW 69.50.101 and prohibited drug paraphernalia defined by RCW 69.50.102 during work or on Columbia County Rural Library District's facilities, properties, or in its vehicles. Employees shall not be impaired, due to drug, alcohol use, or legal marijuana from performing expressly stated job duties during assigned working hours. Violators may be subject to immediate disciplinary action, as outlined in Administrative Rules, including, but not limited to termination. Any sale of marijuana or illegal drugs during work or on the employer's premises, facilities, or in organization vehicles will be treated as gross misconduct, punishable by immediate discharge for the first offense;

WHEREAS, employees are expected and required to report to work on time and in an appropriate mental and physical condition for work. To do so, employees must not have alcohol, legal marijuana, or illegal drugs in their system. Violators may be subject to disciplinary action including, but not limited, to termination;

WHEREAS, any employee who is using prescription drugs or legal marijuana that may have adverse side effects shall inform his/her supervisor or Director as soon as possible. Employees are further responsible for disclosing the possible side effects of the drug on work safety or performance and the expected duration of its use.

NOW, THEREFORE, BE IT RESOLVED, that Resolution 2009-08 for the Columbia County Rural Library District is being rescinded.

BE IT FURTHER RESOLVED that Resolution 2013-02 is now applicable and includes terminology regarding legal marijuana.

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIACOUNTY RURAL LIBRARY DISTRICT, COLUMBIA COUNTY,&nbspWASHINGTON

INCREASING MEDICAL EMPLOYER PAID BENEFIT FROM $639.68 TO $685.26 PER MONTH

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the medical insurance has increased and that the employer paid benefit for medical insurance needs to increase for Columbia County Rural Library District employees from $639.68 to $685.26 per month based upon a full-time position, and

WHEREAS, The Board of the Columbia County Rural Library District believes that the employer paid medical benefit of $685.26 per month is fair and equitable, the Library Board of Trustees would like to set the Columbia County Rural Library District Employees’ employer paid medical benefit at $685.26 per month for a 38-40 hour position; $513.95 for a 30-37 hour position (75% of $685.26); and $411.16 for a 25-29 hour position (60% of $685.26), and

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to pay employer paid medical benefits at $685.26 for a 38-40 hour per week position; $513.95 for a 30-37 hour per week position; and $411.16 for a 25-29 hour per week position effective for the January 2014 benefits and that this resolution rescinds and supersedes any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the medical employer paid benefit may only be changed at the beginning of the year, provided that said rate is within budgetary limits and in accordance with Columbia County Rural Library District Board of Trustees resolution.

Resolution 2013-4

ORDINANCE/RESOLUTION NO. _____2013-04____

RCW 84.55.120

WHEREAS, the Board of Trustees of Columbia County Rural Library District has met and considered its budget for the calendar year 2014; and

WHEREAS, the Board of Trustees of Columbia County Rural Library District after hearing and after duly considering all relevant evidence and testimony presented, determined that Columbia County Rural Library District requires a regular levy which includes an increase in property tax revenue from the previous year plus amounts resulting from the addition of new construction and improvements to property and any increase in the value of state-assessed property, and amounts authorized by law as a result of any annexations that have occurred and refunds made, in order to discharge the expected expenses and obligations of the district and in its best interest; now, therefore,

BE IT RESOLVED by the Board of Trustees of Columbia County Rural Library District that an increase in the regular property tax levy is hereby authorized for the 2014 levy in the amount of $2845 which is a percentage increase of 101% from the previous year. This increase is exclusive of additional revenue resulting from the addition of new construction and improvements to property and any increase in the value of state assessed property, and any additional amounts resulting from any annexations that have occurred and refunds made.

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE COLUMBIA COUNTY RURAL LIBRARY DISTRICT, COLUMBIA COUNTY, WASHINGTON

DECREASING MEDICAL EMPLOYER PAID BENEFIT FROM $685.26 TO $684.61 PER MONTH 

WHEREAS, it has come to the attention of the Columbia County Rural Library District Board of Trustees that the medical insurance (specifically the life insurance portion) was inaccurate under Resolution 2013-03; therefore there is a decrease in the employer paid benefit for medical insurance. The medical insurance needs for Columbia County Rural Library District employees will decrease from $685.26 to $684.61 per month based upon a full-time position instead of an increase to $685.26 as stated on Resolution 2013-03 and that the reduction in medical rates was due to an error specifically under the life insurance portion on the Wellness Incentivized program receiving its quota of employees who signed up for the program and that the decrease in the life insurance portion on the Premera Blue Cross PPO 750 Plan was not known until after the Columbia County Rural Library District Board meeting on November 18, 2013.

WHEREAS, The Board of the Columbia County Rural Library District believes that the employer paid medical benefit of $684.61 per month is fair and equitable, the Library Board of Trustees would like to set the Columbia County Rural Library District Employees’ employer paid medical benefit at $684.61 per month for a 38-40 hour position; $513.46 for a 30-37 hour position (75% of $684.61); and $410.77 for a 25-29 hour position (60% of $684.61), and

NOW, THEREFORE, BE IT RESOLVED, that the County Auditor is authorized to Rescind Resolution 2013-03 for employer paid medical benefits at $685.26 for a 38-40 hour per week position; $513.95 for a 30-37 hour per week position; and $411.16 for a 25-29 hour per week position effective December 16, 2013.

Instead the County Auditor is authorized to apply the medical benefit of $684.61 per month for a 38-40 hour per week position; $513.46 for a 30-37 hour position; and $410.77 for a 25-29 hour position effective for the January 2014 benefits and that this resolution 2013-05 rescinds and supersedes Resolution 2013-03 and any prior resolution or directive from the Board of the Columbia County Rural Library District.

BE IT FURTHER RESOLVED, that the medical employer paid benefit may only be changed at the beginning of the year, provided that said rate is within budgetary limits and in accordance with Columbia County Rural Library District Board of Trustees resolution.
